You can not influence which photo is selected as the cover = the first photo of places. And you can not select which part of a 360 image is selected to represent the 360 image.

As @MortenCopenhagen said, you cannot select the image. The image on the cover is selected by an algorithm, and a Business owner can only suggest an image to be suggested as “the cover”, but in any case the final choice is made by the algorithm itself.
In addition, as you posted twice, both times presenting yourself as a business, I would like to remind you that this is against the Local Guides Program Terms and Conditions : “Organizations, brands, and businesses are not eligible for the Program. If you offer services for hire (such as marketing yourself as a Street View trusted provider), you are not allowed to bundle such services with your Local Guide membership”
