L10 is indeed a great target, however I would like to remind you that, while we receive points and badges for our contributions, the scope to contribute is to improve the quality of the information in Google Maps.
Adding the same photo more than once, especially when the same photos are added in different places, is not a way for increasing the quality of information, and it’s strictly prohibited by our policies.

“Local Guides who duplicate photos across locations or post images that infringe on copyrights will be removed from the programme.”
So why to take the risk of being banned by violating the policies?
I think you should stay on the safe side. It will take a bit longer to reach L10, and you will lose some points, but please delete all the photos added more than once, and all the photos added in more than one place.
