@LeeMengHsi was banned from level 8 Local Guides and demoted to unregistered users. He have appealed to Google 4 times so far, but they seem to have ignored, so I’ll vouch for him instead. He has no recollection of willful injustice. He has earned the trust of other Taiwanese users.
He was most likely banned for an error.
I’m sorry to hear about this. However, the correct way for Local Guides to appeal their removal is through the Appeal form. This way, the Local Guide’s profile is directly reviewed by the responsible team.
I just wanted to mention that the title of the thread implies that it should be unusual that suspended local guides are able to continue making contributions on Google Maps. This is actually how it always is.
This is explained in detail in my tutorial called How to Get In and Out of Trouble as a Local Guide. It is written specifically to help suspended local guides. You may want to encourage Steven to use my tutorial if he has not already done so. He will need to use an incognito window/tab to view my tutorial.
Feel free to contact me if I can be of help trying to figure out what violations caused his suspension. If you can share the response emails he got after his appeals I might be able to help you interpret them. They are more cryptic than need be.

The Taiwan Group recognizes that the appeal on Connect was effective.

I got some important information here. If your account is not permanently frozen (name changed to anonymous on connect), you will simply be a Non-Local Guide and will see a button to “Join a Local Guide”.
I was informed by the team that this was an account investigation and not a ban. In this case, it seems that you can simply rejoin the Local Guide.
It is difficult for me to understand your situation.
Was it the correct behavior of the LOCAL GUIDES CONNECT system? Or was it a system malfunction?
Also, if it wasn’t a glitch, where is the description for that feature?
Our Connect account is linked to Local Guides account, If the map account is normalized, the Connect account will be restored automatically.
The team did not tell me what caused the account suspension (not Ban) for this temporary deliberation, but it was considered a normal account immediately after deliberation. But it seems I was in a situation where I had to manually re-register from a non-Local Guide.

When a Local Guide is removed from the program - temporarily or permanently - they lose access to Connect. They can appeal the removal using the appeal form. If the appeal is successful, the Local Guide needs to sign up for the program again to continue to gain points and level up, and to access Connect.
