Correct edit for moved places is to use “Close > Moved to a new location” and then select new location. This lets system to consider both old and new location and also decide which edit is suitable about each individual case.
If it is again Not Applied then I can also visit the place and help as I can. But also definitely Googlers always can help better.

i think moderators should let a few days pass before they choose the solution themselves, it would be more respectful towards the person who started the thread.
Even if @Amiran 's solution worked, it would clearly be consider as a “workaround” for a “bug”; people are not interested to learn workarounds for problems that shouldn’t have been existed at the first place, is it really difficult for Google to make the system understand that “edit place → move” is the same as “close place → move”?
One more extremely stupid thing is that Alborz Province in Iran got independent from Tehran Province OVER A DECADE AGO! Yet, i see a lot of Maps addresses in Alborz Province that show Tehran Province! Is it really difficult for GOOGLE to run a script which fetches all addresses within Alborz Province that’s showing Tehran Province and change it to Alborz Province?
Such amateur problems from a top world brand is absolutely unacceptable for people.
If you again received instant Not Applied for the correct edit, then right now Googlers can help.
Note that edit>move is not the same as close>move. Because there maybe (minor or major) mistakes in the location of the marker that users should fix them by edit>move. This is different with the time when a business closes in one location and continues in another location.

@Amiran cannot simply try to reproduce your edit, he is required to have personal knowledge about the place before he makes the edit.
Did you follow the instructions he had left?
If so, you should post what you did in your last edit along with screenshots of either the automated email you received or the notification in Maps if you received no email to the Maps Community. It is there that data issues are handled.
