I am not able to add photos to this new restaurant in Baltimore…can this be fixed?

I presume you are writing about the Choptank Restaurant.
Currently, users do not have access to write reviews or upload photos to this POI.
If you have clicked pictures of the place, the Maps app will suggest adding those through “Your contribution”, “Add photos”.
You need to wait for that prompt.
Though there are many other workarounds to upload photographs, those techniques could cause an embargo.

Thanks @C_T for the reply! I have not seen this before, so just for my education, why are users unable to upload reviews or photos - is this the choice of the POI, or Google, or a part of the process of being established as a POI in Google Maps (since this restaurant is only about 2-3 weeks old)? Thanks for the education (or if there is a link that explains why this happens and the process that would be great too).

Sincerely, I also don’t know the exact reasons.
Many a time, the state authorities request a ban on the addition of photos or reviews.
Markedly, there would be a permanent embargo at some sensitive installations.
Further, a POI owner can also request for that if there is a deliberate spamming or downgrade.
It’s better to wait for Maps to suggest the addition of photos instead of choosing a workaround.
