Although there are some regions where this error message really applies to them, it is also visible in some other cases occasionally, sometimes as a temporary bug and sometimes because the system doesn’t let to edit that special case.
In this special case, the place you mentioned, is not a POI that users can edit. It is a boundary with a name, that is drawn in the old days of Map Maker which is now retired and users have no more ability to edit such boundaries, not their shapes nor their names.
There are lots of boundaries that have remained names on Google Maps as I described here. Since there are lots of them, in most cases we leave them but in special cases, if an edit is necessary, the best way to edit them is by requesting in the Google Maps Help Community. Indeed we should ask to remove the name and attach the correct POI to the boundary. In this case, the correct POI is this.
It seems you’re using iPhone. Google Maps app on iOS still lets users do some actions that in fact they shouldn’t do! For example, on the web and the Android app, you even don’t see an option to edit the name of that boundary but it seems on the iPhone it lets to tap on the name to edit but then it gets stuck because such editing by users is not defined!
Indeed this error message in mentioned this thread is something different as I explained. It is totally impossible to suggest an edit on the Maps for boundaries.
On the other hand, we can also “suggest an edit” for banks and hospitals like other POIs.
It is true that in most cases, those edits may be denied (banks because of the ban due to that vast spam since 2019 and medical places due to the remaining accurate info during the COVID-19 pandemic) but there are also many cases that the edit applies. That hard suspension of these categories is going away in a very crawling process.
I would expect there to be no regional restriction there.
But the message shown in your screen shot is the same as when there are some restrictions. I don’t know if they started using the same error message in other situations. There is a small change that it was just a temporary glitz, so you may want to try again.

Seems like the issue has to be what @Amiran mentioned.
Since if you check the location details, it’s vastly different from what a usual location info card looks like.
