As you can see on this post, some categories are not available everywhere.
In fact, to prevent abuse, Google can lock some categories, or the possibility of editing, in some area.

ATM category is available in Google maps app. Please check this screenshot.
Sometimes some categories are not showing in poor internet connectivity.
