I’m afraid I don’t understand your question fully.
If you are asking if you can insert/superimpose a flag on some or all the photos you will be uploading to Google Maps, then the answer is No. It is not acceptable to make such significant manipulations to Maps photos.
But when the Indian flag is shown in real life, then of cause you can take a picture and share it on Google Maps. But keep in mind that the places should have the focus and not the flag itself.

I live in Denmark and have visited India a few times, but the national rules related to your flag is definitely outside my knowledge. Maybe @TravellerG can help you out.
I predict it will be okay. Why would anyone take the trouble to display a flag and then prohibit others to share it in photos? Let’s us see what my friend from South India says.

Não sei se é seu caso, me perdoe se eu estiver equivocado. Posto fotos com bandeiras, mas a bandeira é parte do contexto de um todo. Veja abaixo dois exemplos:
Foto: Gil - Mineapolis , 11-03-2016
Foto: Gil - Toronto, 12-19-2022
No entanto, fotos igual da imagem abaixo (para meu uso pessoal), onde só a bandeira aparece, não faz sentido postar no mapa.

What you have mentioned is applicable in our country too; however, the use of the flag should not be for any commercial/monetary benefit.
What my fried @MortenCopenhagen has mentioned is also the same is applicable in our country.

@Rakshi2 , according to the Community policy “Take photos that clearly and accurately represent a location. Photos help tell the story of a place. To do that, it’s important that images be relevant and in focus. It’s helpful to take advantage of natural light, try shots from different angles before uploading the best options, and zoom out enough to capture the entirety of a subject, like a horizontal photo that shows the full exterior of a building, or a restaurant dish shot from above”.
What does it means? It means that the flag is perfectly fine if it is framed in a photo where it is visible the school, while a photo of the flag itself, that can be taken everywhere, it is not acceptable. The subject of the photo should always be the school, not the flag itself.
A flag added as a superimposed image is not acceptable, as it is an alteration of the image. For more details: Photos and videos criteria
