I’ve checked many businesses near my location and all say the same thing. Shown in the image. Have I been shadowbanned?

This is quite strange, @sbwheelz , because you were able to write your review, but not to post it.
I’ve just made a test, and I was able to rate the place (obviously, I removed my rating immediately)
I think you should report the issue on the Google Maps Help Community , for them to escalate the issue to the team.
After them, I think you should also edit the features of the business (go to the “about” page and scroll it down) because the disrespect of ADA is a quite serious issue.
