I have this problem.
There two places from the same company.
Number 1 is already created and Number 2 is the new one that i want to add.
Then, I tried to create the new one(2)
After, I waited for the approval and got this weird result:
Google approved me the place “1” which was never created by me.
And this happens every time I try to add new place which has 2 locals near to each other and one is already created.
Please help me!!!

Thank you @StephenAbraham . It is the same problem. However, It does not help me. By now, I have many places which i can not add for this. It is kind of discouraging.
