There is an issue noted in Gmap while adding places, this probably can be a bug according to me.
Issue: While adding a missing place in Google maps, if try to add mobile number with that place, the place update will be instantly rejected by Google maps. The same place if try to add without mobile number it will get approved. I have noted this issue several times.
I have tried to add a new place in Google maps as shown in the image banner, “Kaveri Stores” with info such as mobile number, opened date, timings, when I, submitted this along with a couple of photos, it got rejected initially then I contacted a known local guide and suggested me to add it without mobile number, I tried to add the same place in 10 minutes without phone number and it got approved instantly. The same worked while adding two more places like this.
Why it is important?
Basically it pulls back local guide contributors to provide valid information such as mobile number which is the main thing for a business inquiry. I have seen very rarely people add missing information such as mobile number, email address after the place is created in my area, and community.
@Sanjay_viswa did you already try to add the phone number to the place you now added to the map (using “Suggest an edit”)?
As @ErmesT suggested: a mobile number might not be considered a “valid main phone number” by the algorithms checking your submission - which then probably leads to the entire submission to be rejected. That is just the way it works (although in my own experience quite a lot of new, small businesses do not invest in a land line anymore and therefore indeed have a mobile number as their main number). It could certainly explain why your submission was approved when not including the number.
So, my suggestion: try to create the place without the phone number, and once the place is on the map, try adding the main phone number (a land line if there is one, a mobile number is there is none).
@Sanjay_viswa We were just discussing this issue at some lengths yesterday in chat. At least a few members don’t seem to be able to add phone numbers in India.

And another about their interface does not allow to add phone number when creating a place. The below screenshot says “Add hours,website etc etc” but no phone numbers vs the usual "Add phone, hours, website… ". I have asked them to try to clear cache and try again. Will update when I hear more on this from them.

This normally happens if a lot of scams have been reported abusing the system on the same location, city or country, to protect or avoid this from happening, the Google team has that option to turn off that feature. As @C_T mentioned, only the business owner can do that from his or her own business account, and only if the business has been claimed trough Google My Business on Google Maps.
If some individuals are able to access this feature it meas this has been locked for some local guides in specific cities were it has been reported, I remember someone mentioned this in the passed few weeks.
