These are definitely examples of photos that are against the guidelines @VietNguyen2024 . The moderators here can help escalating when we see them/reported, but it would be good if you also do the reporting whenever you see cases like this.

The Google Maps review system is entirely automated, @VietNguyen2024, and it often struggles to distinguish between legitimate and spammy content. This is why your reports might get rejected even when they’re valid. Unfortunately, this is a known issue, and many users have expressed frustration with the system’s current state.
The best you can do is provide feedback. You can do this through Google Maps (Menu > Help & Feedback > Send feedback). While this doesn’t guarantee action, if enough users highlight the same issue, Google might improve its detection.

If Spam review is not deleting then you can take the help from Google Business Profile support.

Thank you for your sharing. I tried reporting a photo using a web browser on my PC, where there was an information field asking for email information (exactly like the photo you attached). After filling in the requested information (including my email), I did not receive any automatic response from Google.
The question is: if Google reviews it after a while, will Google respond to the results of my complaint? Results include Accept and Reject
Looks like the steps you mentioned above are only suitable for business owners on Google Maps, in terms of removing spam reviews on their pages. If I’m just a Local Guide and accidentally find some spam reviews somewhere, how can the report that you mentioned above be accepted by Google?
