Please check the following tips;
Reset your device
Clear catches
Ensure you have the the latest version of the Google Maps app on your device.
It might be due to temporarily the server is busy.
Are you editing the same review multiple times?
Kindly share the update.

It is possible that Google maps have stopped the reviews for this place for sometime due to fake engagement.
Can you try to write a review on another place? @TKDMASTER
