Am I actually banned ?! I can’t see the review section nor make reviews!
Please help asap!
I’ve been stuck with this for over 3hrs!!!
I’m a level 9 local guide with over 15k contributions and this has never happened to me before!!!

You are not exactly banned, because suspended accounts are unable to post anything here on Connect. But you are certainly experiencing other sanctions.
I can confirm from your public profile that you have added 907 reviews and only 747 of them are public.
Google has automatic filters that hide your reviews so only you can see them. This can happen when some of your reviews violate the guidelines, including:
Prohibited and Restricted Content
Format Specific Criteria (See under Text Reviews and Captions)
