In the last two months Google made some changes to it’s spam filter. Since then it is a raging dumpster fire of a filter. It randomly blocks content preferably of high level local guides. It does not matter if 1 oder 5 stars, the reviews get blocked. No one wants tell you why, no one wants to unblock the content. Submitting the form is useless and has no effect.
All you can do is migrate your content to another rating platform.

@PetrusMaximus Yes, absolute disgraceful trash of an automated system. I see new reviews being posted all the time by fresh random bot accounts, but long-time Local Guides are basically shadowbanned.
Shame on you Google!

you won’t receive any answer after filling in the account investigation form, that you mentioned.
They even wrote it using a bold font: “we will not be able to share the results with you.”
The question is: why they don’t want to share the result with you?
Probably because they just don’t know what and why blocked your content…
The higher level Local Guide you are, the bigger problem you become, because there is more content to investigate.
I’m a good example:
I’ve been a Local Guide for more than 5 years.
I’ve been a Local Guide on Level 10 since September 2019 (so more than 3 years).
I have written 1500 reviews that gained more than 2000 likes.
It is still not enough to be taken seriously by the automated filters as well as moderators.
They somehow chose to be silently hiding “suspicious” contributions and pretending that nothing happened instead of informing the reviewer about detecting some “problem” (even via automated emails).
I’ve been receiving plenty of automated emails telling me how good Local Guide I am, but have never received a single email telling me that something is wrong with my contribution (like: “we’ve detected this or that issue - please correct it.”).
So, if you fill in the Appeal Form, after some time you will just receive an automated answer:
“(…) we are happy to confirm that there are no penalties against your account”
and nothing will change.
If you fill in the “Account investigation for contributions” form,
maybe someone, someday will have a look at your problem,
but for sure you won’t receive any answer.
By the way: this form does not even contain a place where you can describe your issue.
In my case I have a problem that after updating one of my old reviews it became automatically hidden for the public, as well as all my new reviews and ratings that I published next (and am publishing now).
Even simple rating without writing any review becomes invisible to others.
How can I share this information in this form?
No such possibility…
I asked for help here on this forum and tagged a moderator (the same as you) - received no answer…
