Most of the images are aerial or satellite but plenty come from both the Street View cars and Local Guides who have contributed Street View https://support.google.com/earth/answer/6327779
Any Local Guide with the right equipment (e.g. Theta V) can contribute Street View where it does not already exist. Take a look at the Street View App if you would like to take part. https://support.google.com/maps/answer/7662671?ref_topic=6275604
