I came to know that Google Map introduced “Air Quality Layer” feature in Google Map & it is availble only in US, any body can tell when it would be available accross the Globe ?

It depends on the availability of pollution data in your area and whether the owner of the data is interested in sharing this data with Google Maps.
Generally, Google will never reveal detailed plans and time lines prior to a launch. So it is not likely that a Googler will give you a more precise answer.
