Hi Friends! There are some bugs with locating the point of interest/PoI/ at Google Maps. The Map is trying to locate a new object as belonging to particular street address, it is related with the quality of detaliation. That’s why it can be complicated to add a new object. I found another problem. There is no possibility to add photos when there is a pedestrian zone/like Kryshchatyk in Kyiv, İstiklal in Istanbul or Arbat in Moscow. Google asks the exact address to locate your photos

Sorry for reaching your post so late. Probably due to the huge amount of post during and after the application period, it wasn’t immediately visible.
Regarding your question, we can only add photos to Point of Interest (places with a listing on Google Maps).
As indicated on Add, remove, or share photos and videos You can’t add photos or videos to addresses.
So you cannot add photos of a pedestrian zone, but you can of course add photos to all the POIs that are inside the area
