I’m wondering when will the opportunity to add and edit places normally return in Belarus? A lot of places whose names are incorrect do not correspond to reality. But I can’t change them. Permanently rejected status. I can’t add most places, such as shops. Why then are local experts needed at all?

You do have approved edits in your credit. That means some edits are successful.
In my experience, place creation edit receives a quick approval if suggested on the spot and along with a photo. Maybe, the AI is taking cognizance of the GPS data.
When an edit doesn’t receive instant approval, other LGs have to verify that.
If nobody does that, then the edit gets timed out & rejected.
At that time, it becomes prudent not to suggest a re-edit till the prompt “Your edit cannot be verified” vanishes from the place.

Yes. I know how the approval system works. But the problem is that I completely fill in all kinds of fields, but this does not change the result. I’m even putting a photo. Same thing with place edits. After 10 seconds, it automatically deviates. Although the roads and addresses are a couple of days under review, they are still added

У меня достаточно долго не получалось добавлять места и изменять названия в Минске, наверно с полгода все правки автоматически отклонялись в течение нескольких секунд. Но тогда был разгар хакерских атак, и это было уже достаточно давно. Сейчас я могу свободно добавлять места и редактировать любую информацию.
Более того, никто из нашей белорусской группы не жаловался, что у них что-то не получается (правда, не знаю, насколько активно они добавляют места на карты).
@MashaPS Думаю, тут не обойтись без модераторов, скорее всего под бан попал именно аккаунт.
Проблема наблюдается в Минске. Очень затруднено добавление новых мест по всем имеющимся данным, а так же редактирование уже существующих. Откланяются буквально за несколько секунд.
Аккаунтом не пользовался полтора года. Как раз в то время, когда начался массовый спам на картах
