Though you have not specified the device on which you are facing the problem, I am providing a solution for both.
When you click the camera icon -
a) On the phone you will find two options a) Camera & b) Browse In the browse option, press the hamburger icon at the top & then Google Drive will be visible as one of the sources
b) On the desktop. You need mapping the Google drive using the subst command through CMD. Then the content of that will appear against the assigned drive letter.
Alternatively,
a) Please copy & store the files on the desktop temporarily to avoid all the above trouble or use the HTML option to insert a picture.
Again, the above answer is for posting photos on Connect.
For uploading to Maps, I recommend using the suggested photos in the “Contribute” option only. That ensures correct tagging to the exact place & avoids unintended duplication. The prerequisite is backing all pics to Google Photos along with Geo-tagging.

Are you asking about adding pictures here on Connect or on Google Maps?
I use Google Photos to store all my photos in the cloud. And from there all my photos are available to be posted on Google maps independent of the platform (Android, IOS, and Desktop).
Even “high” quality in Google Photos is plenty of resolution for use ob Google Maps.
If you want Google to consider your suggestion, you should post it in Idea Exchange.
