Is there a way I can add pictures of cities because I haven’t found one
If there are none, does this mean that the pictures are placed randomly from the pictures that were uploaded in the areas within the city?

Adding photos to a city village country is against the rules for local guides and I don’t think it has changed. Don’t worry if there isn’t any on it.
It’s generally Google AI system does that. I guess it’s better to leave it at that. The Google AI selects the best photo available and attaches it to these cities. You are allowed as a local guide to add photos to only POIs on Google maps.
Hint : Try adding great quality photos to the POIs you’ve visited in that area. You might get a chance of your photo getting featured. Fingers crossed !!!

During the weekend, I added photos to several places in a city, we visited for the first time. Most, if not all of them (I did not count), did show up immediately under the city’s pin. I also found those pictures at the pins of county, region and state.
The photos in this screenshot are from three different places in the same city:
