Please, try Clear cache & cookies, if you have not already done so. The link has step-by-step instructions for Android, IOS, and Desktop. Just select the relevant tab at the top.
Also, please let me know if the problem persists when you use another device or computer.
When the problem is solved, kindly leave the Local Guides program with this account as we are not allowed to have more than one LG account.

After being reinstated it is sometimes necessary to sign up for the Local Guides program again. Visit this page with your old account and see if you can sign up:
https://maps.google.com/localguides/
If not we will need more help. Maybe @ErmesT has some more tricks you can try.

Please do what I suggested. It will reveal if you need to sign up for the LG program again. Your LG account is just an add-on to your Google account.

, if I understood correctly your main account was reinstated in the Local Guides program after being suspended.
If this is the case my suggestion is to visit Connect on Incognito mode.
After that, tap on the grey circle on the top right of the site, where your avatar is normally displayed.
When you do that you will be invited to login, and the account (or more than one) will be displayed.
Select the right one and you should be able to join the community.
After that, please leave the Local Guides program with this account, because joining the program with more than one account is against the Local Guides rules.
