Based on the official announcement, yes, it is required for you to be atleast 21 years old to apply

I am just 16 years old but contributed a lot this year on google maps . If only 16 i am level 7 .

What is the age requirement to apply for Connect Live?
All Connect Live attendees must be at least 21 years old by the event start date on November 12, 2019. That is because 21 is the legal drinking age in the United States and alcohol will be present at some events.
@ShahriarAzadEvan Yes, it’s a mandatory criteria that must meet. Wait for few years and in the meantime prepare youself as a better candidate for Connect by making quality contributions to maps and here on connect.

It is very necessary. I think by age 21 you are more matured and you can take care of yourself that might be the main reason Google’s requirement is 21.
But I will encourage you to continue contributing on Google
