It is located in Minamisanriku town, Miyagi Prefecture, Japan.
In 2011, Tsunami hit the building after the Great East Japan Earthquake,
sweeping the center leaving nothing but only foundations remained.
A large number of citizens were lost by the waves.
Now, this remains as the earthquake disaster facility.
And it have one story.
The Great East Japan Earthquake occurred at 14:46 on March 11, 2011. Due to the initial 6m tsunami forecast, a female public service worker of Crisis Management Division stayed in the government building and did not evacuate, which contributed to the increase in casualties. When the tsunami hit at 15:25, the government building repeatedly called on residents to evacuate 62 times using disaster prevention radio broadcasting.
She repeatedly called for evacuation, but the wave height was broadcast “up to 6 meters” and only the last four broadcasts “10 meters”. The sound was interrupted at the end of the voice “Run away, Run away” by other staff. She was trying to continue the broadcast. She was drunk in the tsunami and died. The behavior of her saved many lives. And it used at a public school in Saitama from April 2012 Published in Moral education.
Initially, the expected height of the tsunami was up to 6 meters, so 53 of the 130 workers working at the government building at the time evacuated to the roof of this three-story building. However, the tsunami exceeded the expected height and reached the height of about 2 meters above the rooftop of the government building. The pressure and flow caused many people evacuating to the roof to be washed away by the tsunami and killed. Only 10 survived, including the mayor. They were able to survive by clinging to the 5-meter-high antenna pole that stood on the rooftop of the government building and the railing of a steel-framed staircase leading to the rooftop.
This is a real story.
