A month ago, it was possible to reach the 5th level of a local guide and add a business to the map on your own. Is this contribution not working now, or have you increased the number of contributions to a higher level?

If you have questions, try using the search field at the top first. Then check the Help desk documents and What are Connect topics before asking a new question in the How-to section.
As you have no edits under your belt the system is not very likely to trust you yet.
Also, as you are in Russia the ongoing war might be why Google Maps blocked user contributions from your area

Normally local guides can add new businesses without problems. Your ability could be hindered by the quality of your reviews.

I already shared 2 links to the GBP community. Normally, it us best if the business request help by them selves.
Or the war can be the issue as mentioned before.
