I have been observing frequent complaints from the local guides community around the world about the removal of all contributions from there account. I have also seen some reports of an account being suspended.
Have you also observed the same questions or complaints from your peers?
What are the criteria for such action? Does Google notify the account owner before exercising such activities?
there are rules about contributing on Google Maps, (program rules) and an help page, accessible from the app and from Desktop. Here is the link to the Local Guides program Help Page
A Local Guide can be removed by mistake, of course, but most of the time is because someone is just trying to get more point adding irrelevant contributions.
I don’t know if a banned LG receive a notification prior to the removal, but for sure there is a procedure for asking for a revision of the decision, following: Why was I removed from the Local Guides program?
"If you think you may have been wrongfully removed from the program and your account hasn’t been reinstated for more than 10 days, don’t create a new account to post on Connect. (That’s against our program rules, too.)
Instead, mention @localguides on Twitter or write a comment on our Facebook page letting us know you’ve been banned. Whichever one you choose, be sure to provide us with your Google Maps profile URL so we can look into it. It can take up to three weeks to investigate banned accounts, so please be patient. Our team will reach out privately as soon as we have an update."

Thank you for taking out time to review this. Your suggestions are really valuable and insightful. Especially the point about gaining more points by irrelevant contributions. I am glad that I am more concerned about the relevancy of my contribution so that I could add more value to the maps. Quality of the content is what makes a platform standout.
