Sakrain / পৌষ সংক্রান্তি a Traditional Old Dhaka Fest . this is official first way of winter . also hindu religious some thing this day . now India few area also celebrate call it makar sankrani . full day boys full volume play music in there roof top and play Kites competition who cut other kites . after sun set play traditional fire works .
This is second time Bangladesh Local guides team also join with fest and celebrate this fest also try another people include Local guides

Yeah! I have celebrated Makar sankranti with friends when I was schooling in India. The kite cutting event you have mentioned is called “Kaathadi Panthayam” (in Tamil) by the natives of Tamil Nadu.
Also we Sri Lankan Hindus pronounce it as Thai Pongal festival. You may have a look at how we celebrated it this time on this link.
