You were right. I tried the Edge browser and sure the 3 dots showed up.

But I still can’t get the 3 dots to show up in Chrome:
a. Removing cache + cookies + restart of browser did not help
b. Removing cache + cookies + browser history + restart of browser did not help
c. Opdating to Chrome Version 79.0.3945.79 (Officiel version) (64-bit) did not help.
d. Restart of computer did not help. (PS it takes a long time to sign in to localguidesconnect.com via google with long password, 2-step and not being willing to let Edge save any passwords!)
I will do the export as a second backup. And I will test the problem before I login into Chrome just to make sure the problem is not hidden there. I will report back.
Now I’m ready to give reinstalling Chrome a go. Did the extra backup of bookmarks and I tested that the problem is still there in How-tos. It was. Oddly I have no problem editing my comments in the section called Idea Exchange. I will report back soon.
So now I have done the uninstall and reinstall. While doing the deinstall I was offered the choice to keep or remove browser data. I selected “Keep”. After Reinstall, all my Bookmarks showed up just perfect without using my extra backup.
But, most importantly, the bug is still there. I still don’t get the 3-dots next to my contributions under How-tos. Hmmmnnn.
I will redo the reinstall, and this time accept “clear my browser data”.
Hmmmmn. This time I was not given the choice to clear browser data. And the bug is still here. So I’m running out of options now. Any suggestions, @C_T , and @sonnyNg ?

Nevertheless, that was not a clean uninstall.
Still, you can try the following,
Disable all extensions,
Reset all the flags through chrome://flags,
Try logging to connect through a guest mode.
And finally, if JavaScript is the culprit, verifying its update status is also important.
Since you are able to see the three dots in Edge and other users are not facing the problem, I suspect the problem is localised and necessitates these troubleshooting steps.
OH NO. Now it is gone again. All I did was turn on the following 3 extensions: Grammarly, LastPass and Add block and Google Docs Offline. I will test some more and hopefully find the culprit.
Then click Customize. Then show ads on a website or domain. Paste “https://www.localguidesconnect.com/” at the green X. Click OK! and you are done.
It is beyond me to know why the problem was isolated to How-tos.
It could be a new version of adblock, it could be a small change on Connect or most likely a small change in the common white/black lists. But it is surely nice to get to the bottom of this and hopefully, others can make use of this thread. I will rename it to reflect the culprit.
